NCMM's mission cadence is one of the most ambitious resource-exploration programmes in the world today. GSI's field teams bring decades of accumulated geological judgement to bear on that mandate, and the existing legacy of aerogeophysical, geochemical, and remote-sensing data represents a national asset of extraordinary depth. AI augmentation works alongside that capability — accelerating the pre-field re-interpretation step so each licence area can move from data review to targeted ground programme in weeks rather than months, freeing specialist teams to focus where their judgement matters most.

The policy direction is well established: the IndiaAI – GSI Hackathon on Mineral Targeting (launched March 2025, winners announced November 2025) demonstrated the Ministry's commitment to integrating AI into the exploration workflow. AiRE offers a production-deployed, India-IP-held capability ready to contribute alongside the academic and in-house initiatives already in motion.

A production-ready complement to ongoing research
The IndiaAI – GSI Hackathon on Mineral Targeting (November 2025) — with the IIT(ISM) Dhanbad CricSM AI team being among the standouts — has set excellent research direction for AI-assisted mineral targeting in India. CAGE-IN brings production-deployed, regression-tested capability of the same intent that GSI can put to work today, while the academic ecosystem continues to advance the state of the art.
Calibrated methodology, not raw machine learning
Generic machine-learning libraries on satellite data are widely available but produce outputs without geological calibration. CAGE-IN combines knowledge-driven WLC scoring (Method A), spatially cross-validated machine learning (Method B), and ensemble fusion across both — calibrated against the peer-reviewed deposit-model literature so the ranked targets are defensible to a senior GSI geoscientist on review.
Sovereign-by-design from day one
AiRE is Indian-registered with India-held IP, and processing can be conducted on India-resident infrastructure throughout — aligned to Aatmanirbhar Bharat and to the Ministry's broader data-localisation direction. GSI retains full ownership of source data and derived deliverables under standard NDA terms.
Capacity transfer built into every engagement
Every engagement includes structured training for GSI geoscientists on the platform, the methodology, and the geological reasoning behind each evidence family — not just the interface. The pattern is consistent with how Ministries have successfully engaged specialist partners on mission-critical AI work across other sectors: independent capability that strengthens, not displaces, in-house teams.

A model trained at a single point in time cannot absorb the deposit-model refinements that next year's peer-reviewed literature will publish. Three routes. All defensible.
CAGE-IN is delivered as a consultancy-and-other-services engagement. The governing rule is GFR 2017 Rule 194 — but three independent procurement frames stack to give the file robustness against challenge.
Primary route
GFR Rule 194 — Single Source by Nomination
Rule 194(iii) permits single-source consultant selection where the assignment involves "proprietary techniques" or "unique expertise." Both limbs are independently satisfied: CAGE-IN is a documented proprietary technology held by an Indian company, and AiRE's 30+ years of field practice across 60+ projects in 20+ countries establishes unique expertise. Lower documentary burden than Rule 166; administered by the user Ministry without manufacturer-attestation infrastructure.

PPP-MII Class-I Local Supplier
Under the Public Procurement (Preference to Make in India) Order 2017, AiRE qualifies as a Class-I local supplier — Indian incorporation, India-developed IP, and local-content threshold above 50 percent. Citing PPP-MII alongside Rule 194 advances the Aatmanirbhar Bharat narrative and pre-handles any procurement-preference challenge. The PPP-MII grievance portal exists precisely to enforce this preference.
Easements
Startup India Procurement Easements
Once DPIIT Startup India recognition is secured (process underway), AiRE qualifies for exemption from prior-experience and prior-turnover criteria on GeM and CPPP. This removes the single most common technical disqualification applied to emerging technology vendors in government procurement, and is specifically designed for the situation where a newer company holds demonstrably superior technology.

Every government-scale CAGE-IN engagement includes an embedded capacity-building module. The objective is institutional capability transfer — GSI's own teams gain the methodology and the platform fluency, not just the deliverable.

Commercial Model
Results-as-a-Service — payment only on acceptance.
The contract is engineered so that the Internal Finance Wing's concurrence is straightforward. The exchequer pays for accepted deliverables, benchmarked against GSI's own internal cost to execute the equivalent task.
Payment Trigger
Acceptance of ranked-target deliverable against pre-defined technical specification. No payment for effort that does not produce GSI-approved outputs.
Unit of Pricing
Per AOI (km²) and per accepted target above confidence threshold — each unit price benchmarked against GSI's own internal cost. The same-task comparator IFW concurrence relies on most.
Phase Structure
Phase 1 Pilot (1–2 AOIs) with GSI acceptance review, followed by Phase 2 Scale-up. Built-in performance gate before commitment to the full project pipeline.
Liquidated Damages
Standard GoI consultancy LD clauses on missed milestones. Standard risk transfer to vendor — same terms as every other GoI consultancy contract.
Termination
30-day notice, pro-rata payment for accepted deliverables only. Exit option preserved for GSI at all times with no lock-in beyond accepted work.
